We would be interested in getting the feedback of NCUC/NCSG members on these comments. If there is a lot of agreement, possibly an endorsement of these comments by the Executive Committee. We call for making the IGF permanent, more independence of IGF from the UN, and more influence of the bottom up NRIGFs in formulating the agenda. We also criticize the Elements paper's approach to human rights, for prioritizing state control over individual empowerment. We also call for more emphasis on the development of the digital economy.
Thanks for your write up on IGP's input, as a focal point for the Gambia NRI, I think the acronym should be maintained.

I'm reporting on a significant development in ICANN's Continuous Improvement Program that Ben mentioned to us during Monday's Policy call.
The Continuous Improvement Program Community Coordination Group (CIP-CCG) has officially concluded its framework development work, having successfully incorporated all recommendations gathered during the consultation phases.
ICANN announced the publication of the finalized framework yesterday:

As mentioned we had a meeting with SSAC in ICANN 83. It was a great conversation. They have recently issued their "accuracy" comment which unfortunately believes data collection purpose is for the identification of the domain name registrants:

We told them we can help them with understanding the human rights and societal impact of their documents and comments. Maybe now is the time to talk to them.
Accuracy refers to how close a measurement is to the true or accepted value.
Precision refers to the consistency and reproducibility of a measurement.
In simpler terms, accuracy is about hitting the target, and precision is about hitting the same spot repeatedly, regardless of whether it's the target or not. Amy spot that is hit many times is statistically "a point".
We are pleased to announce the launch of the NCUC Quarterly Webinar Series, an initiative by the NCUC Executive Committee (EC) aimed at expanding outreach, deepening engagement, and amplifying non-commercial voices in ICANN and global Internet governance.
The webinars will provide a regular platform for discussion, knowledge exchange, and collaboration, focusing on current ICANN policy developments, DNS policies across the regions, and Internet governance topics that matter most to civil society and non-commercial stakeholders. Each session will also serve to promote the mission and work of NCUC while fostering global participation across all ICANN regions.

This is the last stage before completing work since the working group reviewed and considered the public comments submitted regarding the initial report, including comment from NCSG. As you know we have a small council that is looking at the "accuracy" issue. Only Council members can join the small teams but you can observe the work should you want.
The accuracy issue is about having "accurate" registration data.
There are already obligations in place for the registrant to update their information but some part of the community doesn't see that as sufficient. Our redline here is any recommendation that could obligate the registrant to identify themselves (by handing in their ID card) when they want to register a domain name.

As I mentioned before the Council has a small team on DNS abuse and we need to write up an issue report. we reached the last day of this Policy Forum or ICANN meeting. We will have 2 NCSG sessions. A meeting with our counterpart in Non-Contracted Party House then a wrap-up session for NCSG. In the NCPH meeting, we will cover several topics of common interest between NCSG and CSG such as the matter of procedure to select board member for seat 14. The last session will be about Human Right Impact Assessment.
We have the final version of recommendations for board 14 prepared from the small group tasked with creating this process with representatives from CSG and NCSG. It will be one of the topics for discussion in our meeting with CSG tomorrow.
We discussed several policy topics yesterday, going through the agenda for the GNSO council public meeting which will be held today. We also had a walkthrough of the process for applicants to the new gTLD and clarification about the steps and discussed our plan for the ongoing public comments.
For today, we will have 2 joint sessions with ALAC and SSAC:
For ALAC meeting, I am planning to showcase some of the human rights impact assessment we are already doing. The two examples are on Transfer Policy Review and our letter to GAC.

Please find attached the notes from the call I had with ICANN CEO last month. There are some matters which have evolved since, such as the board decision to conclude pilot holistic review and deferring ATRT4. It’s important to recognize that registrants are already required to validate their data or risk domain suspension by their registrar. At the same time, we want to make clear that *accuracy should not be equated with identification*, and we should push back against any assumption

We are providing our report and based on the result of the experiment we are providing the recommendations for consideration of SSAD(the disclosure policy that was adopted in the past).

Regardless, my two cents is that non-LEA accreditation is needed. I think the best-case scenario is that we should have both: full accreditation mechanisms for non-LEAs (+1 to @Emmanuel Vitus’s concerns here) and reports by registrars on these requests. That may not be a popular opinion in the

ICANN has published the updated version of the ICANN Community Participant Code of Conduct Concerning Statements of Interest ("Code"), taking into consideration input from the community after the last public comment period of the draft. I’d like to point out that I’m experiencing the same issue. Despite consistently reclassifying the addresses as “not spam,” some of them still end up in my spam folder — such as the addresses of Tomslin, Benjamin, or Farzaneh, to name just a few, as well as those from NSCG/NCUC/NPOC. These often end up in spam every other time.

We’ve contributed to the informal IG group on the GNSO Council to help map current GNSO work to the WSIS Action Lines, please find the document attached.
My personal rationale for doing this:
While I’m generally not invested in UN processes themselves, to talk to the governments on a global scale, we have to use these processes. I believe it’s important to communicate ICANN’s work to governments using the frameworks they’re familiar with. So this time we used WSIS Action Lines. Next time if there is another framework, we can use that.

I would like to nominate Tapani Tarvainen for Council. In my recollection, Tapani has not done this, yet he is an excellent candidate to perform this role. He has been very active in international Internet circles, understands the EU situation, and knows us well. He has a great background in privacy, and we need all the expertise we can get on that front. I hope Tapani will accept this nomination.

You are right in that I haven't been in the Council before, but I've been NCSG Chair and several times in NCSG EC and NCUC EC, and my circumstances now should allow me to spend enough time on it, too.
